Statement of Needs

Rationale

  • To modernize facilities in the East Windsor Public Schools through improvements that incorporate modern teaching and learning standards found in nearly all surrounding communities. 

  • Formation of the Ad Hoc School Facilities Committee:

    • This committee was formed to develop a comprehensive and actionable plan for the renovation of municipal school facilities. To do so, the committee has evaluated the current condition of the schools, and in consideration of educational needs, is identifying potential improvements and recommending a renovation plan to support the district’s long-term educational goals. 

Challenges and Needs

  • Facility age

    • All of the school facilities at EWPS are more than 55 years old with multiple building systems, including heating, ventilation, and air conditioning (HVAC), plumbing, electrical, and fire protection systems, that have reached or are past their useful life expectancy.

    • This makes maintenance of each facility difficult due to the condition of all the systems and results in not meeting the current codes for ADA accessibility as well as energy efficiency. 

East Windsor High School (72 years old) 

  • Constructed in 1953 with additions/renovations in 1976 and 1996.

  • Requires a complete replacement of the roof system and windows 

  • Millwork installed throughout the school is not ADA-compliant

  • Door and hardware systems vary throughout the facility, resulting in security concerns 

  • Mechanical, electrical, plumbing (MEP) systems have reached or are past their useful life and should be replaced to meet today’s current codes and standards

East Windsor Middle School (59 years old) 

  • Constructed in 1966 with no additions/renovations

  • Requires a complete replacement of the roof system and windows 

  • Exterior entrances are not all ADA accessible 

  • Millwork installed throughout the school is not ADA-compliant

  • Various bathrooms throughout the facility are not ADA compliant 

  • Door and hardware systems vary throughout the facility, resulting in security concerns 

  • MEP Systems have reached or are past their useful life and should be replaced to meet today’s current codes and standards.

Broad Brook Elementary School (73 years old) 

  • Construction in 1952 with additions/renovations in 1959, 1986, 2003, and 2013

  • Remainder of the roof not addressed in 2017 requires replacement 

  • Windows systems throughout the facility should be replaced to meet energy and security standards 

  • Gymnasium floor has deteriorated and should be replaced

    Various bathrooms throughout the facility are not ADA-compliant

  • Door and hardware systems vary throughout the facility, resulting in security concerns 

  • MEP Systems have reached or are past their useful life and should be replaced to meet today’s current codes and standards


Facility Size vs. Enrollment

  • Based on both the current and projected enrollment of students in each school, each facility exceeds the CT Space Standards, resulting in a sprawling layout that students and staff need to navigate through.
